Zavod Republike Slovenije za zaposlovanje (Employment Service of Slovenia)

Employment Service of Slovenia (ZRSZ) is the central institution of the labour market. Users of ESS’s services are unemployed, jobseekers, employers, persons who are in need of professional help in recruiting and career orientation, professional institutions and employment programmes performers, social partners and public in general. ZRSZ 's mission is to provide a friendly and efficient Employment Service, orientated towards its users. The main objective of all activities is to contribute to enhancing employability and employment. ZRSZ will directly and indirectly contribute to increase the employment rate of population in Slovenia. The ZRSZ is an independent legal entity with public institute status that operates uniformly across the entire country. The organisational and functional aspects of ZRSZ operations take place on three levels: the head office, 12 regional employment offices and 59 local employment. Through direct contact, local offices provide
clients with rights relating to job and employment broking, employment advice, rights stemming from unemployment insurance, the implementation of employment programmes, and careers guidance. Regional offices perform professional and operational tasks relating to ZRSZ activities in their area, monitor and study employment and unemployment trends, provide advice and professional and operational help to LOs in their territory, and work with employers, subcontractors providing ZRSZ services and local entities on the labour market. The Central Office ensures that there is a uniform methodology for the professional and operational execution of procedures relating to ZRSZ activities, and provides all organisational areas within the ZRSZ with informational, analytical, legal, personnel, financial, accounting and developmental support. Basic activities of the ZRSZ are: job-brokerage and employment advice; careers guidance, unemployment insurance, implementation of active employment policy programmes and measures, issuing of work and employment permits for foreign workers, drafting of analytical, developmental and other professional
materials relating to ZRSZ activities, provision of information on the labour market and of information of a public nature.

Urša Dolinar holds Bachelor’s degrees in Philosophy, Sinology and a lecturer licence from the University of Ljubljana. Being currently the Content Manager for the Employment Service of Slovenia (the ESS) Central Office interactive jobseeker internet portal, she leads the coordination, monitoring, usage evaluation for this service, as well as training and helpdesk for counsellors. She was also ESS representative for peer reviews on services for employers at the European Commission (EC) PES to PES Dialog and World Association of Public Employment Services.

Prior to her work at the ESS, she has spent four years with the EC, at the DG Employment, Social Affairs and Inclusion. In this capacity, she played a key role in the development and delivery of policies and actions agreed upon between the EC and the Republic of Croatia in the fields of employment, social inclusion and social protection. She proved to be an insightful analyst of the policy fields.

Urša Dolinar started her career at the ESS as a career counsellor, where she gained precious experience in guiding job seekers.

Barbara Gogala holds a Bachelor’s degree in Psychology from the University of Ljubljana. For the last three years she is coordinating lifelong guidance services at the Employment Service of Slovenia (the ESS) and is actively involved in the development and improvement of individual, group and online counselling. Recently she cooperates with the Ministry of Labour and Social Affairs in development of the Youth Employment Strategy. Before joining the ESS Central Office, she was offering counselling to the unemployed and providing guidance to youth in education and early school leavers. She has also been working as primary school counsellor.

Barbara Gogala is a licensed supervisor and offers supervision as a method of professional reflection to groups and teams of professionals working in schools and in the social field. As a member of the ANSE Board she is further involved in the international exchange of knowledge and good practice on supervision and coaching.  The ANSE (Association of National Organization for Supervision in Europe) is an umbrella organisation for 8000 supervisors and coaches across Europe (www.anse.eu).

Sebastijan Primc holds a Bachelor’s degree in Traffic Technology Engineering from the University of Ljubljana and is currently acquiring a Master of Science in Business IT from the same institution. He is a member of the Technical Support Team at the Employment Service of Slovenia’s (the ESS) IT Department since December 2011. His contribution lies in the maintenance of the ESS web and desktop applications. This is preceded by several years of experience in the IT public sector.
