The EmployID concept will be presented at the ICELW 2014 Conference.An abstract has been accepted and now a full paper version is under revision.The paper discusses the main concepts of professional identity transformation and facilitation of learning processes that are related to this process. In a first phase of contextual exploration the complexity of design challenges has started to reveal. When introducing learning innovation in public administration, such as Public Employment Services, organizational structures and the regulatory system in which these organizations operate as well as the motivations, drivers and barriers on the side of the individual workers have to be considered very carefully.
